Oh, Roslin hands down. She fights dirty, she’s in that “no time for niceties – stuff to do before I die” thing, plus she’s got some sort of holy quest going on that completely would stomp the prime directive – religious fervor over secular humanism every time, especially when you’re sleeping with the military…

Essprit makes a particularly strong argument: holy quest + military “connection” + “imminent death sentence” = hard to beat.
Maybe Picard’s style just seems a little more, well, controlled because he has greater resources, isn’t about to die, and never did, as far as I know, sleep with Tasha Yar or Worf.
About all I can say is I’d rather look like Roslin than Picard, that I never really believed Picard saw four lights, and that I need to use the phrase “Darmok and Jalad at Tanagra” a lot more…
